## Summary

EPD requirements depend on the product, destination market and project. A client or building assessment may request an EPD even where no blanket rule requires every composite board to have one. Separate construction-product conformity duties, building-level carbon calculations and contractual procurement requirements. Check current national implementation and the applicable product specification before making a compliance claim.

## Separate three questions that buyers often combine

First, what rules govern placing this construction product on the market? Second, what environmental information must the building project report? Third, what evidence has the client required in the contract? The answers may overlap but are not identical. A voluntarily obtained EPD can help a project assessment without replacing mandatory product documentation. Conversely, a product that satisfies its applicable conformity route may still lack the environmental information requested by a tender. Put these three checks into the specification rather than asking only whether a product is EPD certified.

## The revised CPR has a product-family transition

The European Commission explains that the 2011 and 2024 Construction Products Regulation frameworks coexist during transition. Product families move to the new framework through the relevant harmonised performance standards. For a WPC deck, fence or cladding product, identify the actual intended use and applicable route instead of assuming one rule covers every composite profile. An EPD is not a substitute for a declaration of performance or other required conformity documentation. Confirm the current position with the applicable official specifications and competent advice. This overview is dated 5 November 2026.

## Building-level carbon rules are creating demand for EPD data

The revised Energy Performance of Buildings Directive introduces disclosure of life-cycle global warming potential for new buildings above 1,000 square metres from 2028 and for all new buildings from 2030. National methodologies and implementation matter. These building-level obligations should not be rewritten as a claim that every individual decking board must immediately have a standalone EPD. They do, however, make well-structured product data increasingly useful to designers who must assemble a defensible building calculation.

## Sweden illustrates why national data rules matter

Boverket specifies the climate-data basis for Swedish climate declarations, including the use of GWP-GHG rather than simply copying a biogenic-carbon-inclusive total. Check which products, building parts and stages fall within the applicable declaration scope. A document accepted for a voluntary whole-life study may need different treatment in a regulatory calculation. Retain the original EPD, selected indicator, quantity conversion and eligibility check. Do not assume that translating a European declaration into Swedish, German or French makes it automatically acceptable in every national database.

## Write an evidence request that suppliers can answer

Name the proposed product, factory scope, required declared unit, applicable assessment method and submission date. Ask for the operator registration, current document, verification details and product coverage. State how grouped or average declarations will be assessed and what happens if product-specific data are unavailable. Keep environmental requirements proportionate to the procurement and obtain suitable procurement advice where necessary. A vague request for the greenest board invites incomparable brochures; a precise evidence schedule allows a category manager to identify gaps before an order is placed.

## Keep environmental claims narrower than the supporting evidence

An EPD does not automatically justify environmentally friendly, non-toxic, carbon-neutral or best-in-class claims. Specify what has actually been calculated and for which product and stages. Recycled content, forestry certification, emissions testing and performance classification answer different questions and need their own evidence. If comparative marketing is planned, obtain a suitable methodological and legal review of the comparison. Avoid implying that a lower factory-stage number establishes superior whole-life performance or that a declaration constitutes an environmental approval of the brand.

## Maintain a project evidence register after selection

Keep a record of the selected product, EPD version, calculation inputs, technical documents and accepted substitutions. If a supplier changes the formulation or manufacturing site, assess whether the original data still represent the purchased product. For Green Plank, request the relevant profile documentation rather than assuming all product families share an environmental declaration. Assign an owner to update this register through procurement and construction. This turns an EPD from a one-time attachment into traceable project information without suggesting that the declaration alone guarantees regulatory compliance.

## Key points

An EPD does not replace CE-related duties or technical suitability evidence.
European building-carbon requirements increase demand for usable product data.
Check national methods, tender conditions and document scope individually.

## Comparison

Decision layer | Main question | Evidence to check
Product conformity | What applies to this product and intended use? | Applicable specification and required declarations
Building assessment | Which method, stages and indicators apply? | National rules and project calculation brief
Procurement | What has the client requested? | Tender criteria and product-specific documents
Communication | What can be claimed accurately? | Scope, assumptions and substantiation

## Is an EPD legally compulsory for every WPC product in Europe?

There is no useful universal yes-or-no answer for every product and project. Check the applicable product rules, national building requirements and contract. Do not equate a tender requirement with a blanket legal obligation.

## Does an EPD replace CE marking or fire testing?

No. Environmental declarations and technical conformity evidence have different purposes. Establish the applicable requirements for the product and its intended use separately.
